Province Issues Request for Proposals to Manage Provincial Air Services



As part of its ongoing commitment to finding value for money through alternative service delivery mechanisms, the government of Manitoba is seeking proposals on providing safe and reliable privately operated air services, Infrastructure Minister Ron Schuler announced today.

“Our government is exploring ways to continue to provide essential provincial air services, while ensuring the same level of service, availability, safety and security for all Manitobans is maintained – if not improved upon.  We are looking to see if we can achieve better value for Manitoban’s money through an upcoming request for proposal process,” said Schuler.

The Manitoba Government Air Service Branch currently provides wildfire suppression, air ambulance service and general transportation.  This also includes flights needed by Manitoba Hydro. The Air Services Branch is also responsible for a fleet of 22 government-owned aircraft.  While maintaining the government-owned fleet, Manitoba uses private carriers nearly 50 per cent of the time for these air services and further utilizes private carriers in other areas within government.  

An expression of interest was issued in 2017 to assess market interest and capabilities for air services managed and owned by the government.  

“Based on the results of the RFP, we will choose the option providing the best overall value and safety for Manitobans,” Schuler added.
