Construction Underway at New Seniors Housing Complex in Western Manitoba



Construction recently began on a new 24-unit seniors life-lease housing complex in Russell, which will provide an affordable option for seniors who wish to remain in a familiar community. The Honourable Jean-Yves Duclos,Minister of Families, Children and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation,and the Honourable Mohinder Saran, Minister of Manitoba Housing and Community Development, made the announcement today.

Park Manor will be a three-storey property featuring six one-bedroom units and 18 two-bedroom units. All units will be affordable and accessible.

  • The estimated capital cost of the project is more than $5.6 million. The governments of Canada and Manitoba will provide more than $1.1 million under the federal-provincial Investment in Affordable Housing (IAH) 2014-2019 extension agreement.
  • The project is led by Russell Lions Manor Inc. (RLM), an organization dedicated to providing local, affordable housing options that promote aging in place and the health of seniors in Russell and the surrounding region.
  • RLM is expected to be eligible for $288,000 under Manitoba’s Rental Housing Construction Tax Credit upon project completion.
  • The new building is designed to be accessible and will meet Manitoba Hydro’s Power Smart New Buildings program designation.
  • Construction began in December 2015.  The project is expected to be complete in early 2017.
