Premier Appoints Deputy Secretary to Cabinet to Support New Government's Focus on Results



Premier Brian Pallister today announced the appointment of Michael D. Richards as deputy secretary to cabinet (outcomes and results).  Richards will support the clerk of the executive council in her function as deputy minister to the premier and will be a co-lead in the development and implementation of an outcome-based measurement process to track and report on the new provincial government’s progress towards restoring public finances to balance, reducing health-care wait times, strengthening infrastructure, improving literacy and restoring trust in the integrity of government. 

“Mr. Richards has been recruited from the private sector, where he maintained a very successful law practice in the fields of advocacy and litigation, with particular emphasis on the provision of strategic advice and counsel.  His highly developed analytical and critical reasoning skills, along with his demonstrated communication and organizations strengths, will make him a valuable member of Manitoba’s senior civil service team,” said the premier.  “We welcome his determination to make a significant contribution to public service, as the new government advances its ongoing commitment to making Manitoba the most improved province in Canada.” 

The appointment of a deputy secretary to cabinet in Manitoba is consistent with the level of executive support found elsewhere in Canada.  The deputy secretary to cabinet (outcomes and results), in collaboration with the clerk of the executive council, the associate clerk and the principal secretary to the premier, will act as a co-lead in managing and advancing the government’s key priorities.  This work will include the development of measurements of success as well as the establishment of targeted adjustments and delivery timelines as required, the premier noted.
