Province Announces Appointment of New Provincial Court Judge



The Manitoba government has appointed David Arnold Mann as a provincial court judge to serve in Winnipeg, Justice Minister Cliff Cullen announced today.
 
“Mr. Mann has a long and accomplished career in the legal profession, and he regularly contributes his time in various capacities to mentor others and support his local community,” said Cullen. “He is more than qualified for this position and I’m pleased to announce this appointment.” 
 
Mann has been a Crown attorney with Manitoba Prosecution Service since his call to the bar in 1997. Between 1997 and 2019, he was a member of various units within Manitoba Prosecution Service and was assigned to handle prosecutions in many rural circuit locations throughout Manitoba. He was a member of the prosecution team on the Manitoba Warriors case, which was given the Special Achievement Award from the International Association of Prosecutors. 
 
He was the supervising Crown attorney in the Intensive Case Assessment Process Unit from 2015 to 2019. In 2019, he was appointed general counsel. He contributes to training and mentoring, and regularly instructs workshops on expert evidence, cross examination, restorative justice and the role of the Crown. He frequently presents at conferences and to police and outside agencies, and has been actively involved in his local community by volunteering in different capacities including on the board of directors of the Richmond Kings Community Centre and as a board member of the Behavioural Health Foundation.
 
Mann was selected from a list of candidates recommended by the judicial appointment committee, chaired by Chief Judge Margaret Wiebe. This committee also includes representatives from the community, the Law Society of Manitoba and the Manitoba Bar Association and a provincial court judge. The appointment is effective immediately.
 
An official swearing-in ceremony will be scheduled for the appointee in the near future.
