Standing Hearing Set for Inquest into Death of Timothy Koltusky

A hearing date has been set to determine who can participate in the upcoming inquest into the death of Timothy Koltusky, 34, of Winnipeg.

On March 12, 2019, Timothy Koltusky was found hanging by ligature made out of cellophane in his cell early in the morning at Stony Mountain Institution. He was subsequently pronounced dead at 1:25 a.m. The cause of death was determined to be suicide.

Under the Fatality Inquiries Act, an inquest has been called by the chief medical examiner. Inquests explore the circumstances and events leading to deaths to find out what, if anything, might be done to prevent similar deaths in the future.

Before the inquest begins, the judge will decide who can participate in the process and question witnesses. Individuals and groups may make an application to be granted standing and participate in the inquest. Those interested in applying for standing should contact Joel Refvik, inquest counsel, at 204-914-4623 or Joel.Refvik@gov.mb.ca by Oct. 1.

The standing hearing will be held on Oct. 6 at 9 a.m. in courtroom 408 at the Manitoba Law Courts Complex, 408 York Ave., Winnipeg.
