Premier Announces Changes to Deputy, Assistant Deputy Ministers



Premier Brian Pallister today announced a restructuring of the executive ranks of the provincial government to support the commitment to making Manitoba the most improved province in Canada. 

“Nearly six months into our mandate, our government remains focused on the implementation of initiatives that are priorities for Manitobans and that will enable us to fix the finances of our province, repair services and rebuild our economy,” said the premier.  “I am confident that together with this team of talented and diverse public servants, we will continue to correct the course and move Manitoba in the right direction.” 

The following new deputy minister assignments have been made:

  • Angie Bruce – deputy minister of Indigenous relations, effective Oct. 11;
  • Grant Doak – deputy minister of municipal relations, effective Oct. 11;
  • Fredrick (Rick) Mantey – deputy minister of sport, culture and heritage, effective Sept. 30;
  • Fred Meier – deputy minister of sustainable development, deputy minister of Crown services, continues as associate clerk of executive council, effective Oct. 11;
  • Michael Richards – deputy minister of intergovernmental affairs, continues as deputy cabinet secretary, effective Sept. 30; and
  • Jay Rodgers – deputy minister of families, effective Oct. 11. 

The assignments of existing deputy ministers are:

  • Julie Frederickson – deputy minister of justice and deputy attorney general;
  • Doryann (Dori) Gingera-Beauchemin – deputy minister of agriculture;
  • Jim Hrichishen – deputy minister of finance;
  • Karen Herd – deputy minister of health, seniors and active living;
  • Lynn Romeo – civil service commissioner;
  • Bramwell (Bram) Strain – deputy minister of education and training;
  • Lance Vigfusson – deputy minister of infrastructure;
  • James (Jamie) Wilson – deputy minister of growth, enterprise and trade; and
  • Lynn Zapshala-Kelln – secretary to treasury board.

The following new appointments to assistant deputy minister have also been made, effective tomorrow:

  • Elliott Brown – assistant deputy minister, intergovernmental affairs (international relations);
  • Karlene Debance – assistant deputy minister, intergovernmental affairs (Canada-Manitoba strategic infrastructure); and
  • Lezlee Dunn – assistant deputy minister, intergovernmental affairs (federal-provincial relations).

The premier added that Jim Eldridge’s work as senior advisor to the executive council office during the transition period will end Dec. 31.  He offered best wishes to Eldridge as he leaves the public service after a distinguished career and, on behalf of all Manitobans, congratulated him on being named as a recipient of the Peter Lougheed Award for Leadership in Public Policy by the Public Policy Forum, to be presented at the organization’s Annual Western Dinner in Vancouverin November.

Pallister also thanked Joy Cramer and Mala Sachdeva for their service and their dedication to Manitobans over the years.
