Province Announces Next Step in Developing Framework for Economic Alignment and Growth

Strategy to Guide Future Policy, Funding Decisions, Focused on Innovation: Pedersen

The Manitoba government has taken an important next step in preparing a strategy to establish shared directions for economic development in the province, Growth, Enterprise and Trade Minister Blaine Pedersen announced today.

“With 11,000 new private sector jobs in Manitoba so far this year and among the lowest unemployment in Canada, we are working to build momentum with a long-term approach to economic development,” said Pedersen.  “This next step builds on our 10-point Economic Plan and will establish a clear path forward to maximize our resources, align our partners and create a framework for sustained growth and prosperity throughout Manitoba.” 

The province has awarded a contract to Deloitte LLP to facilitate a new Framework for Economic Alignment and Growth.  Deloitte LLP will analyze business and community needs to establish shared strategic directions.  In addition to identifying key sectors, an implementation plan will be prepared with a performance measurement action plan and an accountability matrix that outlines desired outcomes.

“Work on this strategy is well underway and we are pleased to take this important next step in the process,” said Pedersen.  “With a growing sense of optimism in our province’s economy, we are taking a partnership-based approach in providing assurance to the private sector that Manitoba is the right place for business to invest, build and grow.”

The minister noted the strategy will guide future policy and funding decisions to ensure government efforts are focused on innovation and unlocking Manitoba’s many untapped opportunities for economic development.  The framework will be completed under the guidance of the Premier’s Enterprise Team (PET), an independent advisory panel of entrepreneurs appointed by Premier Brian Pallister to provide advice and recommendations for job creation and economic development in the province. 

“Business and industry drive a healthy economy,” said Hartley Richardson, chair of PET.  “The provincial government’s role is to collaborate with business and industry, other levels of government and economic development agencies to facilitate and create the conditions for economic growth and competitiveness.”

A tender was issued on July 18 seeking an external partner to work with senior provincial officials in preparing the strategy.  An evaluation committee reviewed the proposals submitted and Deloitte LLP was selected as the successful applicant in a fully competitive process.  The analysis is expected to be completed later this year, the minister said.
