Proposed Development in the RM of Armstrong Referred to the Clean Environment Commission for Public Hearing



The Manitoba Clean Environment Commission (CEC) will hold a public hearing and review an Environment Act proposal submitted by Crystal Spring Colony Farm Ltd. for a new municipal wastewater treatment lagoon in the Rural Municipality (RM) of Armstrong, Environment and Climate Change Minister Mike Moyes announced today.

“I have requested the Clean Environment Commission to conduct a public hearing relating related to the proposed development in the RM of Armstrong to consider input from citizens,” said Moyes. “I have directed the CEC to initiate the review process immediately and hold the public hearing as soon as possible. I look forward to receiving the commission’s report and recommendations on the potential environmental impacts of this project.”

The CEC will provide members of the public with the opportunity for input on the environment impacts of the proposed development, with the CEC’s final recommendations due back to the minister in early 2026.

An environmental licensing decision will not be made until the CEC’s work is complete and public feedback submitted, the minister noted.

Established under Manitoba’s Environment Act, the Clean Environment Commission (CEC) is a provincial entity that facilitates public involvement in environmental matters and offers advice and recommendations to the minister of environment and climate change regarding environmental issues, project approvals and environmental licences.
