Manitoba Government Invests $3.8 Million in The Pas' Arena and Cultural Learning Centre

The Manitoba government is investing $3.8 million through the Manitoba Growth, Renewal and Opportunities for Municipalities (Manitoba GRO) program to the City of The Pas to upgrade the Roy H. Johnston Arena and Kelsey Recreation Facilities (NorMan Regional Recreation Facilities) and transform the former Lido Theatre into an arts, culture and learning centre through Manitoba GRO, Municipal and Northern Relations Minister Glen Simard announced today.
“By investing in community spaces and well-loved landmarks in The Pas, we are helping bring people together, supporting local talent and attracting visitors from across the north,” said Simard. “These projects will boost tourism revenue, enhance public safety and ensure families have vibrant, inclusive places to gather for generations to come. Our government is proud to partner with The Pas as it continues to grow and thrive.”
The Manitoba government is providing $1.3 million to the Roy H. Johnston Arena and Kelsey Recreation Facilities (NorMan Regional Recreation Facilities), which hosts the majority of recreational activities in The Pas. Upgrades to the centre will allow The Pas to host provincial and regional events and tournaments, increase safety and provide more barrier-free opportunities to promote physical activity, health and wellness.
The Manitoba government is also providing $2.5 million to rebuild a landmark facility that was lost to fire in 2024, transforming it into a regional arts, culture, education and healing centre. This project is more than a replacement structure. It is a long-term investment in community identity, reconciliation and the sustainability of the creative sector. The new centre will attract visitors from across the north to performances, exhibitions and events, supporting the local tourism economy.
“We sincerely thank Minister Simard and the Manitoba government for this significant investment and for the confidence they have shown in The Pas and our region,” said Mayor Andre Murphy, The Pas. “This funding represents more than infrastructure, it is an investment in our people, youth, culture and future. We are grateful for this partnership and welcome this support as we continue building a strong north for generations to come.”
Manitoba GRO is an application-based program designed to help Manitoba municipalities advance critical infrastructure that will support growing and sustainable communities. For 2025-26, funding of up to $42 million is being made available through Manitoba’s annual Rural Strategic Infrastructure Basket, delivered under the Strategic Municipal Investment Fund. Manitoba GRO is available to all Manitoba municipalities located outside Winnipeg.
