Manitoba Government Announces New Chair and Board Appointments to Research Manitoba



The Manitoba government is appointing a new chair and confirming a series of appointments and reappointments to the Research Manitoba board of directors, as the organization continues to advance research excellence provincewide, Innovation and New Technology Minister Mike Moroz announced today.

“Research Manitoba plays a vital role in supporting innovation, scientific discovery and economic growth in our province,” said Moroz. “These appointments ensure the board continues to benefit from strong leadership and a broad range of expertise across Manitoba’s research community.”

The Manitoba government appointed Adam Herstein as Research Manitoba’s board chair for a three-year term, effective March 18, 2026. Herstein is a partner at Pitblado Law and serves with the Canadian Bar Association, the Canadian Technology Law Association, the Manitoba Bar Association and the Manitoba Bar Association Technology and Intellectual Property Law Section. Herstein was also a member of the Manitoba government’s Innovation and Productivity Task Force and has a bachelor of arts and a bachelor of laws from the University of Manitoba.

Herstein succeeds outgoing chair Andrea Legary, whose term has concluded. The Manitoba government reappointed Legary as a board director.

In addition to the appointment of the new chair, the Manitoba government appointed or reappointed several board directors to fill vacancies created by expired terms or departures. These appointments ensure Research Manitoba maintains a full complement of directors, as required under the Research Manitoba Act.

The Manitoba government extends its appreciation to outgoing directors for their service and contributions to advancing research in the province.

All appointments and reappointments take effect March 18, 2026, unless otherwise noted.

Established under the Research Manitoba Act, Research Manitoba promotes, supports and co-ordinates funding for research in the health, engineering, the humanities and natural and social sciences. Its mandate includes:

  • providing financial assistance for research in Manitoba;
  • publishing and distributing scientific, technical and economic information related to its work; and
  • advising the minister on matters related to research across multiple disciplines.

The organization operates within an accountability framework set by the minister and is governed by a board of directors consisting of between nine and 17 members appointed by the lieutenant-governor in council. At least half of the directors must be professionals in the health sciences, according to the act.
