Study Released on Routing Options for Bipole III Transmission Line
Finance Minister Greg Selinger, minister responsible for Manitoba Hydro, today released a study on routing options for the Bipole III transmission line that emphasizes the threat to export markets by a route on the east side of Lake Winnipeg and affirms the environmental significance of the east side boreal forest.
The report was commissioned by Manitoba Hydro and prepared by CMC Consultants.
“This report makes it clear there is a need to address the reliability of Manitoba’s power system by proceeding with the Bipole III transmission line,” said Selinger. “We recognize the importance of moving forward with the project as quickly as possible to improve safety and security to Manitoba customers and to protect our export markets.”
The report provides an overview of the major issues related to the alternatives of routing Bipole III on the east or west side of Manitoba.
Study highlights include the following:
· there is already significant demonstrated opposition to an east-side route, which has the potential to translate into a long and divisive licensing process with unbudgeted costs and delays;
· an east-side route would present significant threats to corporate image including in export markets;
· an east-side route would dissect boreal forest that is significantly intact and of high ecological integrity;
· an east-side route has the potential to undermine efforts to achieve UNESCO World Heritage Site designation; and
· the west side can provide desired system reliability enhancements and can serve to accommodate future new generation.
“In discussing the routing options, it important to take into consideration all of the relevant social, economic, technical and environmental factors,” said Selinger. “In the end, the west side will improve reliability and protect our exports and the environment.”
