Flood Bulletin #7



Summary

  • A storm system developing over southern Alberta is expected to reach southwest Manitoba today.
  • Many areas of southwest Manitoba north of the Trans-Canada Highway and in the Interlake are under snow and rain warnings from Environment Canada.
  • The flood forecast will be updated once the extent of the storm has been assessed.
  • The Red River at Emerson is expected to crest April 19 or 20 at a flow of approximately 35,000 cubic feet per second (cfs). The Red River upstream of the floodway inlet is expected to crest between April 21 and 24 at a flow of 36,000 to 41,600 cfs.
  • The level at James Avenue in Winnipeg this morning was 14.3 feet, an increase of 0.9 ft. in the last 24 hours.  The flow at James Avenue is 33,590 cfs.  The forecast levels for James Avenue are 18 to 18.75 feet with river ice in place and 16 to 16.75 feet with open water conditions.
  • The Red River crest in Winnipeg is expected between April 21 and 24.
  • The Manitoba government continues to work with the City of Winnipeg in preparing for the crest of the Red River in Winnipeg.
  • The Portage Diversion is operating for management of ice on the lower Assiniboine River.  Diversion flows are near 2,642 cfs.  Portage Reservoir inflows and upstream conditions are being monitored to inform operating decisions.
  • A high water advisory continues for the Assiniboine River from Griswold to Portage la Prairie due to the potential for ice jams and associated flooding.
  • A high water advisory continues for the Whitemud River from Steel Bridge to Lake Manitoba due to the potential for ice jams and associated flooding.

 Ice Conditions

  • Ice conditions are being monitored throughout the province.
  • Ice remains intact on much of the Red and Assiniboine rivers but warmer temperatures forecast for next week will influence ice breakup.

Spring Safety

People are reminded to:

  • be watchful of local waterways as flood conditions can develop quickly and ice conditions may be unsafe;
  • avoid crossing areas with broken ice and surface water, and not drive or walk through fast‑moving water; and
  • call 511 to check road conditions before travelling.
