Province Developing a More Sustainable Operating Model for Financial and Administrative Functions

Seeking Expert Advice to Modernize Back-office Functions of Government: Friesen

The Manitoba government is issuing a request for proposals (RFP) to engage an external expert to assist with centralizing common financial and administrative functions across government departments and divisions, Finance Minister Cameron Friesen announced today.

“In our review of the structure of government, we’ve seen there is significant overlap and duplication when it comes to back office functions,” said Friesen.  “We want to retool service delivery models to improve the efficiency of financial and administrative functions in order to strengthen service delivery while reducing duplication and excess spending.  

“This initiative is about finding back-office efficiencies in order to free up resources to invest in strengthening front-line services for Manitobans.”    

In total, 26 provincial departments and special operating agencies have their own divisions and/or branches responsible for financial and administrative functions.

“Since day one we made a promise to Manitobans to ensure they receive the best possible value for their tax dollars,” said Friesen.  “As we explore opportunities to implement a more sustainable operating model within government, we will make evidence-based decisions that promote innovation and smart spending every step of the way.”

The multi-year plan will build on the priorities in Manitoba’s Fiscal Performance Review and Transforming the Manitoba Public Service:  A Strategy for Action, and ensure value for money is a top priority in the way government is structured moving forward, the minister said.
