Appointments Made to License Suspension Appeal Board



Five new members have been appointed to the License Suspension Appeal Board (LSAB), Infrastructure Minister Ron Schuler announced today.

“The License Suspension Appeal Board diligently works to grant conditional driving privileges with the public’s best interest in mind,” said Schuler.  “I am pleased to see the appointment of outstanding individuals who will continue this work and want to express my sincere thanks to outgoing members of the board.”

The new LSAB appointments are:

  • Roy Adams (Lockport) currently works as a financial advisor at IPC Investment Corporation where he assists clients with retirement planning, estate planning, and managing their mortgages and portfolios.  In addition to his financial background, he is an active member of his community.
  • Aimé Delaquis (Winnipeg) is a former school teacher and civil servant with Manitoba Education.  Since retiring in 2003, he has continued to be involved with studies and assessment reports for various school divisions, as well as volunteering with organizations such as Winnipeg Harvest. Bilingual, he previously taught at École Notre Dame de Lourdes and Collège de St-Boniface.
  • Donald Halbert (Lac du Bonnet) is the former owner/operator of DRH Marketing and Communications.  He is a former reeve and councillor for the Rural Municipality of Lac du Bonnet.  His board experience includes serving as chairperson of the communications committee of the St. Andrew’s Society of Winnipeg, as vice-president of the Lac du Bonnet Wildlife Association and as vice-president of finance for the Lac du Bonnet Community Centre.
  • Charter Kidzugane (Winnipeg) is the chair and CEO of Higgins Pharmacy Inc.  He also serves as president and chief operating officer of CH Health and Home Care Services.  He holds bachelor of economics and masters of business administration degrees and is a certified public accountant.  His previous work experience includes serving as president and chief operating officer of Magaga Management Inc., where he oversaw economic development projects in Norway House, O-Pipon Na Piwin Cree Nation, Kenya and South Africa.
  • Jeffray Stepaniuk (The Pas) is a senior instructor in natural resources management technology at the University College of the North.  He holds a bachelor of science in biology and environmental studies from the University of Winnipeg, a master of science in eco physiology from the University of Manitoba and is currently working on his Ph.D. at the University of Manitoba Natural Resource Institute.  He is also past-president and accrediting chairman of the North American Wildlife Technology Association (NAWTA), where his responsibilities have included patriotically co-ordinating and maintaining contact with other appropriate natural-resource related organizations.

The minister thanked outgoing board members for their service.
