Province Introduces Legislation That Would Help Facilitate Public Sector Collective Bargaining

The Manitoba government has introduced legislation that would help make collective bargaining more flexible and responsive to the priorities of public sector employers and their employees, Finance Minister Scott Fielding announced today.
“We have said from day one that dealing with our inherited fiscal challenges requires an all-hands-on- deck approach, and we are incredibly grateful for all of the women and men doing their part,” said Fielding. “The Public Services Sustainability Amendment Act maintains our government’s commitment to fixing the finances and protecting public services, while providing even more flexibility and opportunities for public sector employers and unions to bargain and work together
co-operatively.”
The proposed amendments include:
• broadening how ‘sustainability savings’ can be used under the Public Services Sustainability Act;
• providing additional flexibility around the timing and duration of the ‘sustainability period’; and
• allowing greater discretion around compensation.
Fielding noted the government has heard from public sector employers and employees on ways to improve the Public Services Sustainability Act and ensure flexibility and fairness.
“These amendments show we have been listening to the concerns and advice shared with us,” said Fielding. “It extends our government’s commitment to encouraging collective bargaining, and will enhance opportunities for employers and unions to work toward innovative solutions that respect the needs of both taxpayers and employees.”
The minister thanked the employees and employers who have already done the work necessary to help restore the province to fiscal balance. He noted that returning the budget to balance two years earlier than promised will free up additional dollars to reinvest in the priorities of Manitobans – priorities like health care, education, infrastructure and lower taxes.
“We’re focused on ensuring all Manitobans can reap the benefits of the fiscal dividend we will achieve as a result of our responsible fiscal stewardship,” said Fielding.
