Manitoba Ceremony to Honour Lawyers Designated as Queen's Counsel



Fifteen Manitoba lawyers who were appointed as Queen’s counsel earlier this year will be officially recognized for their outstanding contributions to the legal profession at a ceremony later today,
Lt.-Gov. Janice C. Filmon and Justice Minister Cliff Cullen announced.

“The individuals we honour today are richly deserving of the title of Queen’s counsel,” said Filmon.  “Each has made significant and enduring contributions to our community, our justice system, and our province in keeping with the highest ideals of the legal profession.  It is an honour and privilege to recognize their outstanding achievements in service to the Canadian Crown.”

Queen’s counsel (QC) is an honorary title given to a lawyer by the lieutenant-governor in council, based on recommendations from the justice minister and an advisory council.  To receive the Queen’s counsel designation, individuals must demonstrate outstanding practice, show integrity and leadership, make contributions to excellence in the profession and have practised for at least 10 years.

“Today’s ceremony is an opportunity to honour the many achievements of those chosen to receive the Queen’s counsel designation,” said Cullen.  “This is an important recognition of their contributions to the legal profession.  It is an honour to be a part of this event and our government is proud to have reinstated this important opportunity to celebrate the excellence of so many Manitobans.”

Recipients will receive a certificate to commemorate their designation and can use the title of Queen’s counsel.  Those being recognized today are:
•    Jeffrey J. Gindin, QC;
•    Irvin (Issie) Frost, QC;
•    James A. Ferguson, QC;
•    Irene A. Hamilton, QC;
•    Richard L. Yaffe, QC;
•    William S. Gardner, QC;
•    Saul B. Simmonds, QC;
•    Lori Ferguson Sain, QC;
•    Patricia C. Lane, QC;
•    Jacqueline St. Hill, QC;
•    David Asper, QC;
•    Carmele N. Peter, QC;
•    Amanda Sansregret, QC;
•    Peter E. C. Kingsley, QC; and
•    David C. Filmon, QC.

These are the first Queen’s counsel appointments awarded in Manitoba since 2001.  In 2018, The Queen’s Counsel Act restored this designation, with new and transparent eligibility criteria for lawyers in Manitoba.
