Province Announces Appointment of New Provincial Court Judge



The Manitoba government has appointed Stacy Cawley as a provincial court judge to serve in Winnipeg, Justice Minister Cliff Cullen announced today.

“Judges in the provincial court play one of the most important roles in Manitoba’s justice system,” said Cullen.  “I believe Ms. Cawley will perform this role to the highest standard and ensure the integrity of the office is upheld to serve all Manitobans.”

Cawley has been a Crown counsel at the Public Prosecution Service of Canada since 2001 and senior Crown counsel/team leader since 2014.  She has been a front-line prosecutor for many years and has spent her career practising criminal and constitutional law.  Her role as a Crown attorney has taken her across the province, travelling to remote northern circuit points.  She litigates complex matters involving charter challenges, wiretap evidence and appellate matters in the Court of Appeal.

She was a member of the Winnipeg Drug Treatment Court development team in 2005 and served as chair of the executive steering committee from 2007 to 2009.  She recently obtained a certificate from the faculty of native studies from the University of Alberta on Indigenous history, culture and the contemporary relationship between Indigenous and non-Indigenous peoples.  She has served as a commissioned officer (Captain) with the Canadian Armed Forces, and currently serves as the president of the board of directors for Palliative Manitoba.

Cawley was selected from a list of candidates recommended by an independent judicial nominating committee, chaired by Chief Judge Margaret Wiebe.  This committee also included three community representatives, representatives from the Law Society of Manitoba, the Manitoba branch of the Canadian Bar Association and a provincial court judge.  The appointment is effective immediately.

An official swearing-in ceremony will be scheduled for the appointee in the near future.
