Province Provides $2.5 Million to RM pf Headingley for Progress of South Perimeter Safety Plan

The Manitoba government will be collaborating with the Rural Municipality (RM) of Headingley to construct a new municipal-owned service road that will facilitate the closure of a direct access route onto the South Perimeter, Infrastructure Minister Ron Schuler announced today.

“Our government has made a commitment to improve road safety and this investment will enhance safe and reliable access onto the Perimeter Highway for decades to come,” said Schuler. “This project not only supports the South Perimeter Safety Plan but also offers economic development opportunities for the RM of Headingley.”

Manitoba Infrastructure developed the South Perimeter Safety Plan in 2018 to address safety issues on the Perimeter Highway where intersections are controlled only by stop signs. The province is providing up to $2.5 million for the construction of Rockall Road, a new service road that will be located in the RM of Headingley. The South Perimeter Safety Plan includes the closures of two direct access from Caron Road to the Perimeter Highway to address safety concerns. One access point has already been closed and the other will close once Rockall Road has been constructed.

Once complete, Rockall Road will provide two accesses for businesses and landowners to the South Perimeter via Wilkes Avenue and Roblin Boulevard once the Caron Road access is closed.

“The RM of Headingley has always had a great working relationship with the provincial government and the Department of Infrastructure,” said Mayor John Mauseth, RM of Headingley. “Furthermore, Headingley has supported the South Perimeter Safety Plan since developed in 2018. This project sees the provincial government and the RM of Headingley working together toward the greater plan. Once complete, Rockall Road will provide new economic opportunities, which will enhance not only Headingley, but also the Capital Region as a whole. We are excited to get the shovels in the ground as soon as possible.”  

“This project wouldn’t have been possible without the RM of Headingley’s assistance,” said Schuler. “This type of collaboration between different levels of government benefits all Manitobans.”

The RM of Headingley will oversee project management and delivery of the project, and will have full ownership of Rockall Road from Roblin Boulevard to Wilkes Avenue once complete.
