Standing Hearing for Inquest into Death of David Norbert



A standing hearing will take place to determine who can participate in the upcoming inquest into the death of David Norbert, 58, of Winnipeg.

On April 16, 2019, Norbert was involved in an altercation with an ex-roommate whom he had assaulted. Winnipeg Police Service were contacted and later located and arrested Norbert, who was then transported to the District 3 Police Station where he was secured in an interview room. Regular checks were conducted on Norbert until 9 p.m. At 10:21 p.m., he was found hanging from the ceiling having used his shirt as a ligature. He was cut down and resuscitation efforts were attempted, but he died in hospital.

Under the Fatality Inquiries Act, an inquest has been called by the chief medical examiner. Inquests explore the circumstances and events leading to deaths to find out what, if anything might be done to prevent similar deaths in the future.

Before the inquest begins, the judge will decide who can participate in the process and question witnesses. Individuals and groups may make an application to be granted standing and participate in the inquest. The standing hearing will be held on June 25 at 10 a.m. in courtroom 303 at the Manitoba Law Courts Complex, 408 York Ave., Winnipeg.
