Manitoba Government Opens 60-Day Consultation Period on Capital Planning Region Regulation

The Manitoba government has launched a 60-day consultation period on a draft regulation that would establish a capital planning region to enhance economic and social development by improving and co-ordinating sustainable land-use and development in the region, Municipal Relations Minister Eileen Clarke announced today.

“Incorporating stakeholder perspectives on new or amended regulations is a critical component of our government’s framework of openness and transparency,” said Clarke. “The creation of a capital planning region is critical to the long-term growth and economic success of member municipalities and the province as a whole. This regulation would establish the framework and governance of the region, which includes representation from 18 municipalities to ensure co-ordinated land-use planning.”

The Planning Amendment and City of Winnipeg Charter Amendment Act established the region, which includes Winnipeg and 17 surrounding municipalities, with a mandate to work together to prepare a regional development plan. It supports strong, co-ordinated decision-making toward sustainable land, economic and social development in the capital region while ensuring municipalities continue to have autonomy. The minister noted similar co-ordinated approaches have been adopted in other major Canadian cities and other jurisdictions because they also support broader public benefits like housing affordability, enhanced transportation systems, sustainable infrastructure investments and stronger economic outcomes.

The members of the Winnipeg Metropolitan Region are leaders in working toward a safe, healthy, efficient and prosperous capital region. The capital planning region regulation will formalize the work the Winnipeg Metropolitan Region has led for the last several years, the minister noted.

“The Winnipeg Metropolitan Region looks forward to working with the provincial government on this exciting opportunity that formalizes the hard work we have undertaken over the years,” said Scott Gillingham, co-chair, Winnipeg Metropolitan Region. “As always, the members of the Winnipeg Metropolitan Region are ready to build a strong sustainable and prosperous capital region and Manitoba for all.”

The regulatory consultation period begins today and will accept feedback until midnight on Sept. 16. To review the draft regulation and provide feedback, visit https://reg.gov.mb.ca/home.
