Manitoba Government Introduces Legislation to Provide Tax Relief to Manufacturers

The Manitoba government has introduced legislation that would enhance the province’s tax exemptions for investment, making them more competitive and business-friendly, Finance Minister Adrien Sala announced today.

“As we navigate through economic uncertainty south of the border, we need to support our Manitoba manufacturers,” said Sala. “This change would convert a portion of the Manufacturing Investment Tax Credit (MITC) into an immediate retail sales tax exemption on new machinery and equipment, easing upfront costs for businesses.”

The proposed legislation, the budget implementation and tax statutes amendment act 2025 (2), would:

  • convert the MITC for qualified machinery and equipment into a retail sales tax exemption at the time of purchase and,
  • retain the one per cent non-refundable portion of the MITC for qualified machinery and equipment.

“These changes put our Economic Development Strategy into action by boosting our productivity and becoming more competitive,” said Business, Mining, Trade and Job Creation Minister Jamie Moses. “This gives businesses the opportunity to reinvest those savings to create more good jobs and strengthen Manitoba’s economy.”
