Manitoba Government Announces Significant Progress on Plan to End Chronic Homelessness

The Manitoba government has moved 249 people from encampments into transitional housing and permanent supported housing since January 2025 and is on track to meet its goals as part of Your Way Home: Manitoba’s Plan to End Chronic Homelessness, Housing, Addictions and Homelessness Minister Bernadette Smith announced today.
“Every Manitoban moved into transitional or supported housing means another Manitoban moving into a safe, secure environment with the supports they need to thrive,” said Smith. “This is the result of collaboration with our community partners and the generational investment our government is making in housing and supports for the folks who need it, and we won’t stop until every Manitoban has the dignified life they deserve.”
Since October 2023, the Manitoba government has committed funding for 1,788 new social and affordable housing units and has brought over 2,600 Manitoba Housing units back online through significant repairs.
The Manitoba government’s Rental Housing Construction Incentive (RHCI) provides non-profit organizations and private companies with tax credits of up to $8,500 per rental unit and an additional $5,000 per affordable rental unit. The RHCI will contribute to an estimated 8,490 housing units, with 2,255 of those being affordable housing units.
“Ending chronic homelessness takes a village, and this work wouldn’t be possible without our partners,” said Smith. “I want to uplift the incredible work the folks at Ikwe, Main Street Project, N’Dinawemak, Salvation Army, Siloam Mission, Sunshine House and West Central Women’s Resource Centre are doing to support Manitobans in need. Our government is grateful for the important work they do.”
To support Manitobans moving from encampments to housing programs, services and supports are provided in collaboration with trusted community partners. Programming is centred around holistic care, developing independent living skills and preparing tenants to maintain long-term housing stability.
Your Way Home: Manitoba’s Plan to End Chronic Homelessness is a collaborative effort that brings together governments, community organizations and service providers with the goal of housing an estimated 700 Manitobans living in encampments by 2031.
